Yesterday's alert reiterated how cronyism is driving a dirty scheme to enrich a few wealthy landowners, while risking destruction of North Carolina’s deer population through “Chronic Wasting Disease” (CWD) – and with it our hunting tradition. This scheme is being bankrolled by retired Food Lion CEO Tom E. Smith (now the largest deer farmer in the state) and foisted on you by Agriculture Commissioner STEVE TROXLER, Senator BRENT JACKSON(R-Duplin, Johnston, Sampson), and Representative ROGER WEST (R-Cherokee, Clay, Graham, Macon).

Smith is a friend and big-dollar donor to Troxler, Jackson is a longtime buddy and frequent henchman for the commissioner, and West represents a district near the “canned” hunting preserve described below. The Eastern Band of Cherokee Indians, on whose reservation the hunting preserve exists, is West’s top donor to the tune of $6,000.

Rep. Lewis Plays Shell Games

Unfortunately, outrage over SB 513 has only driven the players involved to trickery.  Perhaps in an effort to dazzle the casual observer while keeping the money train moving toward the station, Representative DAVID LEWIS (R-Harnett), with a nod from Speaker TIM MOORE, has simply shunted SB 513 to the House Rules Committee. They apparently see a need to push this dirty deal through at any cost. There is after all a lot at stake. . . for the politicians and their buddies:

Even though Section 14 of SB 513 is still under consideration, the players in Raleigh have already funded the “captive cervid” program at Troxler’s Agriculture Dept! You read that right. The recent budget compromise contained $149,000 for this program, which at the time of its funding, and even now, is non-existent (see image below).

They've used YOUR MONEY to fund a program that you oppose and isn't event enacted into law!

Stop big bucks for big bucks
This dirty and dangerous game of “big bucks for big bucks” has got to stop. Below, see what you can do to let the representatives on the Rules Committee know that you are watching them—closely—and you expect them to do the right thing—not what is profitable for themselves and their cronies.  Also, if at all possible, attend the House Rules Committee hearing on Tuesday, and wear hunter's garb. The health of North Carolina's hunting tradition may depend on it. Find more details below.

  • CALL & EMAIL SPEAKER TIM MOORE AND RULES CHAIR DAVID LEWIS: Tell them that you are fully aware that they have shunted SB 513 to the Rules Committee, rather than keeping it in the Wildlife Resources Committee, as you'd asked them to do. This is unacceptable, and Section 14 of SB 513 should just "disappear."

  • EMAIL ALL MEMBERS OF THE HOUSE RULES COMMITTEE: Using the email addresses and message below, let them know in no uncertain terms that NOTHING ABOUT SECTION 14 OF SB 513 IS ACCEPTABLE, and that the section needs to disappear.

  • ATTEND THE HOUSE RULES COMMITTEE MEETING: If at all possible, please attend this all important meeting, Tuesday, September 22. To help make it clear why you're there, wear hunter's garb. Details below.

Suggested Subject: "Remove Section 14 from SB 513"

NC House Rules Committee Members:

Nothing about Section 14 of Senate Bill 513 is acceptable. The section would once again open the way for importation of captive deer to be shot in “canned” hunting preserves such as currently exist on the Cherokee Indian Reservation. Even beyond the cruelty of breeding trophy bucks with antlers so grotesquely large that animals can barely keep their heads erect, transportation of captive cervids has been linked to interstate transmission of “Chronic Wasting Disease” (CWD) – a “Mad Cow”-like disease which is not readily diagnosable, not curable, can be transmitted through the soil for decades, and may take up to 15 years to display symptoms.

As determined by a 2011 report from the North Carolina Wildlife Resources Commission, spreading CWD to North Carolina via cattle trailers would result in a massive reduction in hunting and cost our state tens of millions of dollars. Worse, the scheme risking our hunting tradition and responsible wildlife management appears to be intended to benefit a few wealthy deer farmers.

I strongly urge you to keep all wildlife management under the purview of the NC Wildlife Resources Commission, and to stop any effort to expand deer farming in our state. I will be monitoring your actions on this issue through Grass Roots North Carolina legislative alerts.
