The 2018 election is a referendum not only on the Second Amendment, but on diametrically opposed plans for the future of our Republic. Key to the outcome of that election is North Carolina, which is now regarded as a hotly contested “battleground state.” Translated, the future of our Republic is now in your hands. If you fail to vote, if you fail to bring like-minded people to the polls, control of Congress and the North Carolina General Assembly hangs in the balance. If leftists gain control of the US House, they will likely impeach Justice Brett Kavanaugh and President Donald Trump.

Candidate recommendations versus evaluations: Below are recommendations for effective voting strategies by the Grass Roots North Carolina Political Victory Fund. Candidate recommendations, which are more limited than blanket “endorsements,” are not made in all races, only in races where a clear pro-gun candidate stands out or where strategic voting is necessary to keep anti-gun candidates out of office.

Recommendations differ from GRNC candidate evaluations. While the evaluations are intended to provide an objective measure of where candidates stand on Second Amendment issues, GRNC–PVF recommendations are analytical and therefore subject to interpretation. For a full explanation of GRNC’s objective star evaluations, go to: https://www.grnc.org/remember-in-november/grnc-candidate-evaluations-2018

Important note:Candidates who lack voting records or other history on Second Amendment issues and who fail to return GRNC’s candidate survey automatically receive a zero star evaluation (0) on the assumption that they are hiding their position from gun voters. Every election year, we receive complaints about ostensibly pro-gun candidates who receive zero star evaluations due to failure to return the survey. Each candidate is mailed a survey to the address he or she registered with the State Board of Elections. If they fail to return the survey, we cannot help candidates who will not help themselves.

Voting instructions:General election One Stop Early Voting begins on October 17 at 7:00 AM and ends on November 3 at 1:00 PM. November 6.Absentee ballots must be postmarked by Election Day November 6) and received by 5 PM 3 days after Election Day (if by mail). Click hereto check your voter registration.

Election day is November 6 between 6:30 AM and 7:30 PM. Click here to find your polling place on election day, or click here to find your One Stop Early Voting place.

Important changes to voting laws: Straight party voting is no longer permitted, so GRNC strongly suggests you investigate individual candidates.

Judicial candidates: While judicial candidates are now (for the first time) required to identify their party affiliation, left-wing candidates for NC Court of Appeals and NC Supreme Court are unfortunately exploiting changes to election laws by registering as Republicans in order to split the Republican vote and place leftists in the courts. Please know which judicial candidates you plan to support before going to the polls!

Same day voter registration: One-stop absentee voting (commonly known as "early voting") allows any registered voter to cast an absentee ballot in person on select days prior to Election Day. In 2018, one-stop voting begins on Wednesday, October 17, and ends on Saturday, November 3. Unlike on Election Day, when registered voters can only vote at their specific precinct, one-stop voting allows registered voters to vote at any one-stop absentee voting site in the county. One-stop sites will have all the ballot styles for a given election at each site.

GRNC-PVF CANDIDATE RECOMMENDATIONS

Key to listings:Included in listings below are scores on GRNC’s candidate survey, pro-gun voting percentage, and GRNC star evaluation (0-star, *, **, ***, or ****, depending on how closely a candidate can be expected to agree with a control group of conservative gun owners). “NR” means the candidate failed to return GRNC’s survey which, for candidates without voting records, gives the candidate a 0-star (0) evaluation.

Important notes about candidate recommendations:

  • All candidates were mailed surveys to the address they registered with the State Board of Elections prior to the Primary Elections. Each who did not receive the survey received a second mailing prior to the General Election. If they refused to complete the survey both times, they received a GRNC 0-star evaluation and no GRNC-PVF candidate recommendation. WE CANNOT HELP CANDIDATES WHO WILL NOT HELP THEMSELVES.

  • With occasional exceptions, only contested races are covered.

  • “NR” means “no response” to GRNC survey. “NV” is an incumbent who has not cast a gun vote.

  • In districts where no clear gun rights supporter is running, no recommendation will be made.

  • Recommendations are made SOLELY on Second Amendment stances. With rare exceptions, GRNC-PVF does NOT give blanket “endorsements” to candidates, nor do we study their stance on other issues.

  • In covering 186 races and nearly 400 candidates, MISTAKES WILL OCCUR. If you see an error, please report it to GRNC immediately.

US HOUSE

District 1:With only a 13% pro-gun voting record, incumbent Democrat GK Butterfield is a consistent opponent of gun rights, earning only GRNC’s lowest 0-star evaluation. Republican challenger Roger Allison returned GRNC’s candidate survey with 90%, earning GRNC’s highest 4-star (****) evaluation. GRNC-PVF recommends Republican challenger ROGER ALLISON.

District 2:With a 100% pro-gun voting record and 95% on GRNC’s survey, incumbent George Holding earned four stars (****). Challenger and Democrat Linda Coleman garnered only a 67% voting record during her time in the NC House, earning only a GRNC 1-star (*) evaluation. Libertarian Jeff Matemu failed to return GRNC’s survey earning GRNC’s lowest 0-star (0) evaluation. GRNC-PVF recommends incumbent Republican GEORGE HOLDING.

District 3:With a 100% survey score and a 98% pro-gun voting average, earning a GRNC four-star evaluation (****), GRNC–PVF continues to recommend incumbent WALTER JONES.

District 4:With a 0% voting record, candidates do not come any more anti-gun than Democrat David Price (GRNC 0-star). Republican challenger Steve A. (Von) Loor refused to return GRNC’s survey, also earning only a 0-star evaluation. GRNC-PVF recommends Libertarian BARBARA HOWE(survey: 99%, GRNC ****).

District 5:Incumbent Republican Virginia Foxx scored 100% on GRNC’s candidate survey and garnered a 73% pro-gun voting record earning a GRNC 3-star (***) evaluation. Democrat challenger DD Adams refused to return GRNC’s survey, earning the lowest 0-star (0) evaluation. GRNC–PVF continues to recommend VIRGINIA FOXX.

District 6:Incumbent Republican Mark Walker earned a 100% pro-gun voting record (GRNC ***), even after voting record in the current session of Congress which caused some other Republicans to lose stars. By contrast, Democrat challenger Ryan Watts refused to return GRNC’s survey, earning the lowest 0-star (0) evaluation. GRNC–PVF recommends incumbent Republican MARK WALKER.

District 7:Incumbent Republican David Rouzer continues his 100% pro-gun voting record (GRNC ***), even after voting record in the current session of Congress which caused some other Republicans to lose stars. By contrast, Democrat Kyle Horton (0) and Constitution Party challenger David Fallin both failed to return GRNC’s survey, earning the lowest 0-star evaluation. GRNC-PVF recommends incumbent Republican DAVID ROUZER.

District 8:With a 100% survey score and 100% bill sponsorship (for national concealed handgun reciprocity), but only a 50% voting record across difficult voting record in the current session, Richard Hudson earned a mediocre GRNC 2-star evaluation (**). Challenging Democrat Frank McNeil, however, refused to return GRNC’s survey, earning the lowest 0-star (0) evaluation. With reservations, GRNC–PVF continues to recommend RICHARD HUDSON.

District 9:This race for an open seat is being targeted national by Democrats. Incumbent Congressman Robert Pittenger lost his primary election to Mark Harris (survey 99%, GRNC ****) after Pittenger dropped a gun vote this year and GRNC-PVF recommended Harris in the primary. In the general election, liberal Democrat Dan McCready refused to return GRNC’s candidate survey, earning the lowest 0-star (0) evaluation. GRNC-PVF recommends MARK HARRIS.

District 10:Incumbent Republican Patrick McHenry has long supported gun rights. Unfortunately, in a difficult vote that cost several Republicans GRNC stars, McHenry dropped a vote this year, lowering his longtime 4-star evaluation to 3 stars (***). We hope Congressman McHenry will remember this and return to his previous pattern of supporting gun rights. Democrat challenger David Brown refused to return GRNC’s survey earning only the lowest 0-star (0) evaluation.GRNC–PVF continues to recommend PATRICK McHENRY.

District 11:As chair of the Republican Freedom Caucus and rising star in the party, incumbent Republican Mark Meadows is a gun rights stalwart whose 100% pro-gun voting record  has earned GRNC’s highest 4-star (****) evaluation, even after voting record in the current session of Congress which caused some other Republicans to lose stars. Democrat challenger Phillip Price refused to return GRNC’s survey, earning the lowest 0-star (0) evaluation. Libertarian Clifton Ingram, Jr. returned GRNC’s survey with 81%, earning 3 stars (***). GRNC–PVF strongly recommends MARK MEADOWS.

District 12:Against longtime anti-gun Democrat Alma Adams (5% voting record, GRNC 0-star),GRNC–PVF recommends Republican challenger PAUL WRIGHT,who returned GRNC’s candidate survey with a score of 88%, earning three stars (***).

District 13:As not only a congressman but also a gun shop owner, incumbent Republican Ted Budd is a gun rights stalwart whose 100% survey and  100% pro-gun voting record has earned GRNC’s highest 4-star (****) evaluation, even after voting record in the current session of Congress which caused some other Republicans to lose stars. As a freshman, however, his seat is being targeted national by leftists. Democrat challenger Kathy Manning (GRNC 0) and Green Party challenger Robert Corriher (GRNC 0) both refused to return GRNC’s survey, earning the lowest 0-star evaluation. GRNC-PVF strongly recommends incumbent Republican TED BUDD.

STATEWIDE RACES & AMENDMENTS

Judicial races:Unfortunately, liberals are exploiting changes in North Carolina’s election law which (finally) requires judicial candidates to identify party affiliation by misleadingly running “false flag” candidates under the Republican banner. Such false flag candidates appear to be Chris Anglin for NC Supreme Court and Sandra Ray for NC Court of Appeals Seat 2. Vote ONLY for the candidates below.

GRNC-PVF recommends you vote for all of the following:

  • BARBARA JACKSON for NC Supreme Court (Jackson seat)

  • ANDREW HEATH for Court of Appeals (Arrowood seat)

  • JEFFERSON GRIFFIN for Court of Appeals (Calabria seat)

  • CHUCK KITCHEN for Court of Appeals (Elmore seat)

Ballot amendments:While some might consider ballot initiatives unrelated to gun rights, nothing could be further from the truth. The integrity of both elections and the judicial process, both of which are essential to gun rights, are at stake. Even the tax proposal will help lower the influence of the “nanny state” on your freedom.

GRNC-PVF recommends you vote “YES” on the following ballot amendments:

  • Right to Hunt and Fish Amendment (reinforces right to hunt and fish)

  • Marsy's Law Amendment (expands rights of crime victims)

  • Income Tax Cap Amendment (lowers max tax rate from 10% to 7%)

  • Voter ID Amendment (requires photo ID to vote in person)

  • Legislative Appointments to Elections Board and Commissions Amendment (replaces Governor’s ability to appoint elections board members)

  • Judicial Selection for Midterm Vacancies Amendment (Creates a process, involving a commission, legislature, and governor to appoint to vacant state judicial seats)
