"Deer Smugglers" on Run - Keep Pressure On

Deer farming measure stripped from SB 513, but wealthy deer farmers vow to fight back On Monday

Section 14 of Senate Bill 513, the "Deer Smuggler Protection Act," would have endangered North Carolina's deer hunting tradition to benefit a few wealthy land owners. As you may recall, not only could importing deer for “canned” hunting spread Chronic Wasting Disease (CWD) to our indigenous deer population, potentially decimating the herd and our hunting traditions, but GRNC also obtained evidence that some or all of the players, possibly including Agriculture Commissioner STEVE TROXLER, know that deer are already being smuggled into the Cherokee Whitetail Hunting Preserve in western NC without permits in violation of the federal Lacey Act.

The Good News

As usual, bill sponsors Rep. Roger West, Sen. Brent Jackson and others are outraged that you all practically shut down their offices with input overwhelmingly against the scheme. And as usual, your input worked: On Thursday, the House Rules Committee not only stripped the deer farming measure from the bill, but even added a permanent ban on importing captive cervids – which have the potential to spread CWD – into the state.

The Bad News

We aren’t done yet. SB 513 passed its Second Reading on Thursday, but is still amendable on its Third Reading, scheduled for Monday (September 28). Moreover, the “deer smugglers” have promised to try to amend it on Monday, so you need to keep the pressure on.


Still at issue is Section 14 of Senate Bill 513.  We must continue our efforts to stop what has become nothing more than a “"Deer Smuggler Protection Act”"!

Members of the North Carolina House:

Thank you for stripping the deer farming provision from Section 14 of Senate Bill 513. Unfortunately, the “deer smugglers” – some or all of whom may have known deer were being illegally smuggled into North Carolina in violation of the federal Lacey Act – have reportedly vowed to try to amend the bill on it Third Reading to return the measure. I expect you to oppose such efforts by all means procedural and substantive.

Everything about the deer farming scheme currently stripped from Section 14 of agriculture bill SB 513 is dirty. First, the bill’s sponsors claimed it was supported by the NC Wildlife Resources Commission (NCWRC) when, in fact, legislative counsel has determined that the NCWRC never took a vote on the measure.

Now it comes out that NCWRC Chief Deputy Director Mallory G. Martin admitted in a telephone conversation with Randall Raney that NCWRC knew deer were being smuggled into the Cherokee Indian Reservation in violation of the Lacey Act. Section 14 would resume the issuance of permits to import “captive cervids” stopped in 2004 to prevent the spread of Chronic Wasting Disease (CWD) to indigenous deer. This “Mad Cow”-like prion disease can’t be reliably diagnosed, can’t be cured, might not manifest symptoms for up to 15 years, and can spread through the soil for decades. CWD now afflicts 23 states and 2 Canadian provinces.

In 2011, a NCWRC report estimated that introduction of CWD into the state would cause a 10% drop in hunting, potentially costing North Carolina tens of millions of dollars in hunting permits and ancillary expenditures.

So why would anyone want to create that danger? All this to benefit a few wealthy deer farmers who, frankly, are already up to their necks in what is, by all appearances, an illegal deer smuggling scheme sanctioned at the highest levels of state government.
