DEMAND CONSOLIDATION OF PRO-GUN BILLS
  


NC Senate Republicans are running out of time . . .

With the April 30 crossover deadline looming, threatening to kill all pro-gun bills, the NC Senate actually has an opportunity to render the deadline meaningless, while still moving pro-gun bills toward passage during this legislative session. 


Consolidating Bills

To do this, the Senate I Judiciary Committee can accept a “Proposed Committee” Substitute (PCS) for S.708, which is immune from the crossover deadline, consolidating other gun bills. Once this is done, the PCS could be adopted, but does not necessarily have to be voted on. Through this process, all of the current pro-gun bills will be kept “alive” regardless of the April 30 crossover deadline.  


The bills in question are as follows:

  • S.708: "Homeland Security Patriot Act"
     
  • S.394: "Preemption Affirmation Act"
     
  • S. 641: “Concealed Handgun Standardization Act”


Zero Excuses

There are now two clear paths available for passing all of the pro-gun bills in the NC Legislature this year, with the simplest being bill consolidation, and there are zero excuses for not getting it done. The Republicans have an opportunity to send a positive message to the pro-gun voters who gave them a supermajority.  Whether or not they act accordingly is entirely up to them. 

Fortunately, you are not a helpless spectator. You put these legislators in their seats, and you can take action to make sure they know that you’ve got the scoop, and that you’re watching them closely. Below, see how you can easily contact the Republicans in the NC Senate to let them know that there are zero excuses for not getting pro-gun bills passed during this session. Demand that the NC Senate consolidate the pro-gun bills. The clock is ticking, so contact them immediately, and let them know that you expect them to make it happen!

Dear Senator:

As a gun rights voter who helped create the Republican supermajority in the North Carolina General Assembly, I am thrilled to hear that the Senate has an opportunity to use legislative process to keep all of the current pro-gun bills alive, even after the April 30 crossover deadline. 

I understand that the Senate Rules Committee can refer gun bills to the Senate I Judiciary Committee, which can simply accept a committee substitute for S.708 to consolidate other gun bills. Once this is done, a PCS would be adopted by the committee, but does not necessarily have to be voted on prior to the April 30 crossover deadline in order to remain alive.  

I fully support the use of this legislative process to keep these gun bills viable, and I insist that you push to make this happen. Also, please encourage your colleagues to do the same. I am in favor of all the currently proposed pro-gun bills, and for this reason I’ll also ask that you vote in favor of them when the time comes. 

The pro-gun bills I fully support, and expect to be incorporated into S.708the “Homeland Security Patriot Act”, which I also support, are as follows:

I also encourage you to adopt elements of a House bill, H. 562. Please advise me of your position on these bills as well as your position on using legislative process to avoid the crossover deadline.
